Sheikh Maktoum Meets PayPal CEO to Strengthen UAE’s Fintech Leadership

His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, met today with Alex Chriss, President and CEO of PayPal, at his office in Nad Al Sheba.

The discussions focused on advancing collaboration in digital payments, e-commerce growth, SME enablement, and cross-border financial connectivity, reflecting the UAE’s drive to reinforce its position as a global financial hub. Sheikh Maktoum underlined Dubai’s commitment to partnering with innovation-led companies like PayPal to build a digitally empowered economy, aligned with the Dubai Economic Agenda D33, which aims to double GDP and position the city among the world’s top four financial centres by 2033.

PayPal’s decision to expand from its regional headquarters in Dubai Internet City, opened in April 2025, highlights the emirate’s ability to offer world-class infrastructure, supportive regulation, and access to high-growth markets. Serving over 434 million accounts across more than 200 countries, PayPal processed $1.68 trillion in payments in 2024, underscoring its global scale.

The meeting was attended by senior Dubai officials including Helal Almarri, Hamad Al Mansoori, Malek Al Malek, and Mohammad Ali Rashed Lootah.
