Hamdan bin Mohammed directs Dubai government entities to integrate all individual and business services into a unified digital platform

Dubai is accelerating its transformation into a fully integrated digital city, following new directives from Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. In a major step forward, he has instructed all government entities to consolidate services for individuals and businesses into a single, unified digital platform within one year.

The announcement came during his visit to Digital Dubai, where he outlined a vision of a city increasingly managed through data and artificial intelligence. The initiative aims to create a seamless, proactive, and secure environment by connecting systems and unifying data across government entities.

This move represents more than a technological upgrade—it is positioned as a long-term strategic investment designed to enhance quality of life and reinforce Dubai’s global competitiveness. By reducing fragmentation and streamlining service delivery, the government intends to make everyday interactions faster, simpler, and more efficient for residents and businesses alike.

Several flagship projects were unveiled during the visit, highlighting the emirate’s shift toward a fully data-driven governance model. These initiatives integrate advanced analytics, open data, and generative AI to transform raw information into actionable insights. The goal is to support smarter decision-making, strengthen urban planning, and improve public safety while enabling easier access to government data.

A key component of the strategy is the development of a comprehensive AI ecosystem. This includes advanced infrastructure such as AI accelerators, a repository of machine learning models, and secure environments where government entities can test and deploy AI applications while maintaining strict compliance and data privacy standards.

Dubai also aims to deliver measurable economic impact through these efforts. Projections indicate that AI-driven initiatives could contribute more than AED10 billion to GDP within two years, while positioning the city among the top global leaders in government AI readiness. Authorities are also targeting widespread adoption, with plans for AI to support at least 80% of government policies and to enhance the digital capabilities of all government leaders.

In parallel, a new generation of Government Resource Planning systems is being introduced to unify core functions such as finance, human resources, procurement, and asset management. This integrated approach is expected to boost operational efficiency and enable more agile, data-informed decision-making.

Additional innovations include real-time data systems capable of analyzing urban activity, improving traffic flow, monitoring service performance, and strengthening emergency response. Smart sensing technologies and Internet of Things applications are also being deployed to detect risks such as fires and automatically alert relevant authorities.

Another highlight is the rollout of AI-powered virtual agents, allowing users to access and complete government services through conversational interfaces, further simplifying the user experience.

Together, these initiatives reflect Dubai’s ambition to become a global leader in digital governance—leveraging technology not just for efficiency, but to create a more responsive, secure, and human-centric city.
